The latest Policy of Rooftop Solar Power Plant (PLTS Atap) as an implementation of the energy transition in Indonesia

The development of Rooftop Solar Power Plant (PLTS Atap) is very important in efforts to transition to new renewable energy by involving the wider community. In 2022, the capacity of PLTS Atap in Indonesia is recorded at 80 Megawatt peak (MWp), which is later increasing to 141 MWp in 2023. This improvement shows PLN’s commitment and the magnitude of public interest and the industrial sector to play a role in increasing the transition of EBT in Indonesia.
Acting Director General of New Renewable Energy and Energy Conservation Jisman P. Hutajulu stated that the development of PLTS Atap is very important and involves the participation of the wider community which can provide benefits, such as reducing the use of fossil fuels to reduce greenhouse gas emissions, saving electricity during the day and being able to educate the public directly about renewable energy. Public involvement in Indonesia in the development of PLTS Atap can be seen from the enthusiasm of PLTS Atap users, based on the financial statements of PLN in 2022 the number of PLTS Atap customers reached 6,522 customers or grew 36.05%.
To accelerate the acceleration of the development of rooftop solar power plants which are part of the implementation of accelerating the energy transition, the Ministry of Energy and Mineral Resources revised Regulation Number 26 of 2021 to Regulation Number 2 of 2024 concerning Rooftop Solar Power Plants connected to the electric power grid holders of electricity supply business licenses for public interest which has been promulgated 31 st January 2024. The issuance of this regulation considers the need to improve the governance of environmentally friendly solar energy utilization through the elimination of provisions regarding capacity limits, export–import of electrical energy, capacity costs, and the addition of quota provisions for the development of PLTS Atap. This latest regulation is expected to provide certainty also to the community regarding excess electrical energy from the Solar Roof System that enters the IUPTLU Holder network.
