Overview
The Ministry of Marine Affairs and Fisheries has issued Ministerial Regulation No. 1 of 2026 on Marine Tourism Villages as a legal framework to optimize the service potential of marine and fisheries resources. This policy aims to improve the welfare of coastal and small island communities by simplifying the criteria and stages for designating tourism villages, making the process more effective and efficient than under the previous regulation.(1) The regulation focuses on increasing economic value, restoring ecosystems, raising community awareness of environmental management, and ensuring the sustainable preservation of maritime culture.(1)
The implementation of Marine Tourism Villages is directed toward strengthening national resilience starting at the village level, particularly through participatory management of mangrove and coral reef ecotourism.(2) Governance transformation is now driven toward digitalization to enhance transparency, efficiency, and public participation, supported by cross-stakeholder collaboration ranging from central and regional governments to environmental advocates.(2) Through solid collaboration, marine tourism is envisioned to offer more than scenic landscapes, while also safeguarding safety, security, and sustainable economic benefits for future generations.(3)

- Village Classification Framework and Designation Process
The regulation establishes a five-tier village classification hierarchy, consisting of Class 1, Class 2, Class 3, Class 4, and Class 5 to determine implementation timelines and targeted development directions for each destination.(1) Responsibility for this process rests with the Director General, regional and village governments, with support from legally established community groups or village-owned enterprises (BUMDes).(1) The process involves proposal submission, on-site administrative and technical verification, and formal designation that is incorporated into the village medium-term development plan.(1)
- Digital Transformation and Independent Infrastructure
The implementation of digitally based tourism governance has become a key requirement to improve efficiency in promotion, reservation systems, and integrated monitoring of tourism areas.(4) Tourism village managers, community tourism groups (Pokdarwis), and youth organizations play a role as technology operators managing information platforms such as the e-PesesserTour application and professional social media channels.(4) This is implemented through supporting infrastructure development, including solar power installations (PLTS) for energy self-sufficiency and CCTV monitoring at strategic locations to enhance visitor safety.(4)
- Economic Diversification and Fisher Human Resource Certification
This regulation encourages greater economic value by diversifying marine and fisheries service businesses.(1) Fishermen and coastal communities are facilitated by relevant authorities to transition into roles as tour guides and providers of marine transportation services.(1) This is implemented through structured human resource capacity building, including international scuba certification and excellent service training.(5)
- Coastal Conservation, Ecosystem Innovation, and Monitoring Mechanisms of the Dewi Bahari Program
Environmental protection and local wisdom are mandated to ensure the long-term sustainability and attractiveness of coastal tourism areas.(1) Local communities, environmental activists, and tourism operators collaborate to restore ecosystems by applying bio rock technology and innovative waste-processing machinery.(3) As a safeguard for effectiveness, the Director General conducts monitoring and evaluation at least twice a year, covering environmental, economic, and community behavioral aspects.(1)
