Overview
The DKI Jakarta Provincial Government has issued Governor Regulation No. 5 of 2026 to update and improve the 2012 regulation, in support of its target to reduce greenhouse gas emissions by 31.89% to 50% by 2030.(1) This regulation emphasizes stricter supervision of office buildings to accelerate the transition from groundwater use to piped water services in response to Jakarta’s critical land subsidence issue.(2) The main objective is to improve transparency in resource use across all buildings in Jakarta, in support of the city’s net zero emission target for 2050.(1)
The implementation of this regulation is supported by operational data from various sectors, where piped water services currently cover around 81% of the needs of major buildings in Jakarta.(3) The banking sector, including major state-owned banks, has adopted low-emission operational standards through the use of magnetic bearing cooling technology and the installation of rooftop solar panels with a total capacity of up to 230kW in selected operational buildings.(4) In addition, a 2026 scientific evaluation found that the implementation of green building concepts in Jakarta can technically achieve electricity energy efficiency of 29.7% and water savings of 12.6% compared to the national baseline standard.(5)

- Mandatory Energy and Water Efficiency Standards
On technical parameters, this regulation establishes mandatory standards for Energy Consumption Intensity and annual water consumption limits for buildings in the Jakarta area. The parties responsible for compliance are building owners or managers classified as mandatory entities, including apartment buildings, offices, commercial facilities, hospitals, and hotels that meet certain floor area thresholds. Implementation is carried out by ensuring that building operations achieve at least a “moderately efficient” rating through key strategies such as the use of energy-efficient appliances (Minimum Energy Performance Standards or MEPS), optimization of natural ventilation, and the application of wastewater recycling systems.(1)
- Electronic-Based Annual Reporting Mechanism
Regarding data transparency, this regulation requires periodic reporting on resource consumption to ensure that buildings comply with established limits on energy and water use. The reporting process is carried out independently once a year, no later than February, by uploading supporting documents such as monthly electricity and water bills as the basis for assessment and verification of efficiency categories by the relevant regional authorities. - Compliance Enforcement System, Incentives, and Sanctions
For enforcement, this regulation establishes a framework to provide recognition for compliant buildings as well as corrective measures for violators. The DKI Jakarta Provincial Government acts as the implementing authority, providing both fiscal and non-fiscal incentives to building managers that achieve the “Highly Efficient” rating. Conversely, building managers who fail to comply with reporting obligations or continue to extract groundwater in restricted zones will be subject to gradual administrative sanctions, ranging from verbal warnings to written warnings.(1)
